Open Question: how do you start a volunteer fire dept?

Im a certified texas firefighter but want to move to a "main street" town that does not have a vol fire dept. And I want to start one my question is how? I make good money and could buy a little bit of an older model pumper and a few brush trucks but how do you get funding Equipment (bunker gear,hose nozzles,radios etc) and how do you get volunteers and how do you get registered with the state? thank you and do you know of and smalls town in the states of Oklahoma,arkansas,iowa,or kansas that need a VFD? thats the states where I want to go and I mentioned main street towns thank you for all replies...
